The Division of Global Engagement (DGE) at the University of Oregon focuses on making the university more globally connected. In today’s world of higher education, international engagement is not an optional extra but rather a fundamental part of the university’s mission. The DGE works to support and integrate various international engagements, global initiatives, and partnerships that are established within our academic units. The DGE consists of the International Student and Scholar Services (ISSS), Global Education Oregon (GEO), and Global Studies Institute (GSI) units.

Position Summary

The International Student & Scholar Advisor plays a crucial role within the International Student and Scholar Services (ISSS) team, contributing to the mission of the Division of Global Engagement. Reporting to the Director of International Student & Scholar Services, this position serves as an Alternate Responsible Officer (ARO) for the Department of State and a Designated School Official (DSO) for the Department of Homeland Security.

As an ARO, the advisor ensures compliance with J-1 regulatory requirements according to the U.S. Department of State Office regulations. Responsibilities include coordinating with academic department managers and deans to understand immigration strategy and hiring needs, maintaining institutional compliance and integrity, facilitating consular immigration processes, managing event programming in accordance with regulations, conducting compliance audits, and providing immigration, cross-cultural, and university advice to J-1 exchange visitors.

As a DSO, the advisor ensures compliance with F-1 regulatory requirements as per the U.S. Department of Homeland Security regulations. This includes managing consular immigration processes, maintaining and taking action on student immigration records through the DHS/SEVP Student and Exchange Visitor Information System (SEVIS), ensuring institutional compliance and integrity, organizing event programming, conducting compliance audits, and advising F-1 (and J-1 exchange) students on immigration regulations, employment options, integration, retention, student success, and university culture and standards.

The International Student & Scholar Advisor also collaborates with the International Employment Specialist on data report generation, administrative support for employment-based immigration services, web and software content updates, online e-forms and software project implementation, and Scholar Services operations. Additionally, the advisor assists with document gathering and immigration strategies between ISSS and academic department managers, prepares H-1B, E-3, and TN petitions for USCIS adjudication, and handles administrative functions related to complex H-1B, E-3, and TN immigration processes.

Working alongside the ISSS Associate Director, the advisor contributes to running data reports, updating web and software content, assisting with online e-forms and software project implementation, overseeing Student Services operations, and supporting the overall strategic goals of ISSS.
