The Assistant Director of Employment-based Immigration Advising will oversee employment-based immigration support for Michigan State University (MSU). This role involves advising university departments and individual employees on employment-related immigration issues, consulting with outside counsel, staying informed on current employment-based immigration matters, and providing education and training to the MSU community as appropriate. Additionally, the Assistant Director will supervise the International Employee Advisor, serve on the office leadership team, advise the Director, provide leadership within the office, and act on behalf of the Director when necessary.

**Note:** All Office for International Students and Scholars (OISS) staff must work onsite at least 60% of the time, with additional onsite presence during peak periods.

#### Essential Duties & Responsibilities

**Prepare and file employment-based immigration petitions**
– Review, prepare, and interpret immigration documents, letters, and regulations concerning the hiring of international faculty and staff.
– Handle H-1B, E-3, and TN employment-based visa categories (including prevailing wages, LCAs, I-129s) and assist with permanent residency processing.
– Act as the lead collaborator with campus stakeholders, including general counsel and human resources.
– Ensure institutional compliance with employment-based immigration regulations.
– Maintain strong working relationships with US government agencies such as USCIS, USDOL, USCBP, and USDOS for petition filing and obtaining up-to-date information.
– Recommend and coordinate referrals to designated outside immigration counsel for cases.

**Maintain employment-based records**
– Maintain employment-based immigration files for the university and Department of Homeland Security audit files.
– Run reports on employment immigration status to alert departments of expiration dates.
– Implement any regulatory or system changes needed for the non-immigrant employment programs.
– Complete Form I-9 for employees in H1B and other immigration statuses.

**Advise and train employees and departments on employment-based immigration issues**
– Interpret Federal regulations, update materials and procedure manuals, and respond to inquiries from staff and the public regarding policies and procedures.
– Develop and prepare materials, programs, and presentations for employees and departmental administrators concerning immigration matters.
– Instruct and advise academic departments and employees on appropriate visas, forms, and procedures for hiring temporary or permanent foreign faculty, researchers, and students.

**Administration and supervision**
– Assist the Director with development and oversight of employment-based immigration support for the university.
– Serve on the OISS leadership team.
– Represent OISS at various meetings and functions, as needed.
– Supervise and train the International Employee Advisor.
– Serve as a backup Designated School Official (DSO) and Alternate Responsible Officer (ARO).

– Acting as a liaison with U.S. government agencies, foreign embassies, sponsors, and educational foundations supporting international students and scholars.
– Contributing to the internationalization of MSU by fostering cross-cultural interactions.
