OVERVIEW Palladium is seeking a Program Officer to support the delivery of the Quad Infrastructure Fellowship (QIF) Program in Australia. This full-time fixed-term role runs through 30 June 2027 and may be based remotely or in a Palladium office in Canberra, Adelaide, or Brisbane. The position supports operational, financial, procurement, and program coordination activities connected to international education and development initiatives administered on behalf of the Department of Foreign Affairs and Trade (DFAT). The QIF Program is designed to strengthen infrastructure capability across the Indo-Pacific region through short courses and targeted educational activities. The role contributes to financial accountability, operational efficiency, and quality program delivery within a complex international development environment. KEY RESPONSIBILITIES – Coordinate procurement requirements for short courses and targeted educational activities – Prepare and consolidate tender documentation – Advertise tender opportunities and undertake compliance reviews – Evaluate procurement proposals – Liaise with the Palladium corporate Project Manager to support procurement processes and guidelines – Ensure procurement activities comply with Commonwealth Procurement Rules and Palladium policies – Track program finances and expenditure across budget lines – Support financial processing, including payment approvals and expense coding – Prepare stipend and disbursement calculations – Liaise with Palladium’s corporate finance team to process participant and provider payments – Contribute to effective communication across the program – Ensure compliance with DFAT and Palladium policies, procedures, and quality systems REQUIREMENTS – Qualification or equivalent experience in business, administration, project management, international development, finance, or a related field – Experience preparing contracts and managing procurement of goods and services – Experience supporting financial processes including budgeting, forecasting, payments, and financial reporting – Strong professional communication skills and ability to engage with internal and external stakeholders – Ability to prioritise tasks, analyse issues, and deliver practical solutions while managing competing deadlines – Demonstrated ability to work in culturally diverse environments and build positive professional relationships – Ability to contribute ideas with initiative and flexibility – Valid work rights in the country where the role is based – Ability to complete police and due diligence checks – Knowledge of the Australian higher education and training sector is desirable – Experience delivering DFAT-funded international development programs is desirable WHY THIS ROLE MATTERS This role supports the administration of an international fellowship program focused on infrastructure capability, regional resilience, and long-term development outcomes across the Indo-Pacific.
