OVERVIEW The Senior Regional Recruitment Manager role at Victoria University is a senior leadership position focused on driving international student growth across the Middle East, Africa and South Asia (MEASA) region. Reporting directly to the Director, International, the role owns strategy, performance, and outcomes across one of the University’s most commercially significant international portfolios. Based in Melbourne with a hybrid work arrangement, this position combines strategic leadership, people management, and market expertise within a values-led Australian public university. KEY RESPONSIBILITIES • Lead and execute regional recruitment plans that deliver measurable enrolment growth and meet institutional targets. • Own end-to-end recruitment performance across the MEASA region. • Lead, coach, and develop a geographically dispersed team, including offshore in-country representatives based in India. • Build, manage, and optimise a high-performing education agent and partner network. • Serve as the University’s subject matter expert on the MEASA education landscape. • Advise senior leadership on market trends, competitor activity, and regulatory changes. • Drive data-informed decision making by translating market intelligence into actionable recruitment strategies. • Manage budgets and financial performance, including forecasting, investment decisions, and business case development. • Represent the University at a senior level in international markets and stakeholder forums. • Ensure compliance with ESOS legislation, Genuine Student requirements, and relevant regulatory frameworks. REQUIREMENTS • Proven success in international student recruitment with demonstrated growth across multiple markets. • Experience leading and developing high-performing, geographically dispersed teams. • Deep knowledge of the MEASA region, including market dynamics, regulatory environments, and student motivations. • Advanced analytical capability with the ability to interpret data and convert insights into strategy. • Highly developed influencing and stakeholder engagement skills, including experience working with senior leaders. • Strong financial acumen, including experience with budget management, forecasting, and investment decisions. • Postgraduate qualifications and/or equivalent extensive professional experience. • Ability to meet Child Safe organisation requirements, including holding or obtaining a Working with Children Check. • Full and permanent working rights in Australia, as visa sponsorship is not available.
